Contractors use of establishment services
Contractors use of establishment services (e.g. electricity, gas, water etc.) are to be covered as follows:
Low use
For example use of lighting, vacuum cleaners, small power tools etc for maintenance and small project work.
To be covered by the establishments budget for service provision. Delegated budgets for service provision are based on the historical use of services at the establishment and therefore include an allowance for reasonable use of services by contractors.
High use
For example use of electricity during major refurbishment and extensions, use of water for cleaning of building stonework etc).
Where it is anticipated that due to the nature of the work there will be a high use of the establishment services the service provider (SP) project manager must include a PC Sum within the contract to cover the cost of the service use (metering of supplies should be considered).
Where energy budgets are delegated the budget holder can be reimbursed as follows:
- A financial settlement to cover the cost of the services.
- Additional work to the value of the service use if the establishment is prepared to cover the cost of the contractors use of services.
Excessive use
Where it is determined that the contractor has made excessive and unreasonable use of establishment services the SP project manager must ensure the contractor pays for the excessive use. Where energy budgets are delegated the budget holder can be reimbursed as above.
It will be the responsibility of the SP project manager to decide where check meters are required to accurately monitor contractors use of services. In such cases and on greenfield sites where new meters are installed the meters should be read at the handover meeting and details recorded.
