Framework contractor cost verification
Feasibility stage
In order to present a feasibility study for sign off the service provider (SP) is required to liaise with the Oxfordshire County Council Corporate Landlord (OCCCL) to obtain independent verification of the estimate project costs. Oxfordshire County Council have a term contract to carry out this verification and will place this commission direct. The SP must advise 'readiness to commission' to OCCCL at least one week ahead of presenting the final project cost estimates for the scheme.
- This verification shall include benchmarking data/ BCIS
- Where there is a difference of opinion regarding the appropriate estimated cost the service provider will meet with the OCCCL cost consultant at their office (if necessary) to resolve the issue and arrive at an agreed consensus upon the appropriate revised notional build value for the project.
The SP will be required to provide all relevant data to the cost consultant to enable him to carry this verification. The SP must issue such data and costs as soon as practicably possible to ensure that there is no delay to the gateway authorisation.
Contract let stage
In order to recommend a contractors tender for acceptance within a tender report the SP is required to liaise with OCCCL to establish whether it may be a requirement to obtain independent verification of the tender. Oxfordshire County Council have a term contract to carry out this verification and will place this commission direct. The SP must assume that it is required and advise 'readiness to commission' to OCCCL at least two week ahead of presenting the final tender report for the scheme.

- Where there is a difference of opinion regarding the appropriate estimated cost the cost consultant will meet with the SP and contractor at the consultant's office to resolve the issue and arrive at an agreed consensus upon the appropriate contract let value for the project.
